Is it possible to download the android platform straight to pc without the sdk?

I don't have internet at home and need to use the library computers so I need to get the platform and other tools for the sdk by downloading them to the desktop first. Is it possible?|||You can download the SKD to the Desktop and then transfer it to a different computer.
